John Carr, Ohio 93, Selected as 2020 Skelton Award Winner

The Truman Foundation will present the 2020 Skelton Award to 1993 Ohio Scholar, John Carr, in a ceremony during the opening week of Truman Summer Institute in May, 2020. 

2020 Skelton Award -- John Carr (OH 93)

The first Skelton Award recipient from the U.S. Air Force, Mr. John A. Carr is an experienced criminal and civil litigator. He honed his litigation skills as a federal trial attorney and has seen the courtroom from all angles. Serving almost a decade as a uniformed judge advocate in the U.S. Air Force, he held assignments around the globe as a criminal prosecutor, criminal defense counsel, civil trial attorney, and trial advocacy instructor.

As a civil trial attorney, he received the Secretary of the Air Force's General Counsel Award for 2004 for his work defending a series of multimillion-dollar employment class action lawsuits. A published author, John has lectured and instructed extensively on trial advocacy and practice. John now has a solo practice based in Charleston, West Virginia, that is focused almost exclusively on federal and state criminal law.

As a young 1993 Truman Scholar participating in Summer Institute in 1994, John interned in the office of the late U.S. Congressman Ike Skelton, who became an important mentor to him until the Congressman's passing in 2013. A former Senior Scholar at the Truman Scholars Leadership Week, he is known to many Truman Scholars, both civilian and military, as a mentor. He is a distinguished graduate of the United States Air Force Academy, earned his M.P.P. at Harvard's John F. Kennedy School of Government, and his J.D. at Harvard Law School.
